Amazon have some types of Oxford optic notebooks and pads, incl. the Black'n'Red ones. Oxford Campus notepad The British Amazon definitely have the Oxford brand. What the shipping costs are, is another question.

Sorry I can't help you there, the closest I get to loose leaf is the oxford campus refill pads. They aren't great for fountain pens but I find that they are good enough for diamine and J Herbion ink, and they're much cheaper than Rhodia paper.
They do have a rougher surface, but some people don't like how smooth Rhodia paper is, so maybe that would be a plus.
