I attached the furthest forward hooks to the hooks designed to connect a cargo net on my Ninja 400.
I attached the middle hooks to the opposite sides net near the other hooks.
I attached the farthest hooks (closest to the tail of the bike) to the opposite sides net as tight as I could.
My bike definitely allows me to do this very easily. Depending on your bike, it could be more difficult if you don't have built in hooks for the net, or don't have enough space to really tighten them.

I use a bungee net kind of like this one to hold my bag onto my rear cargo rack.
