I have two of these and they’re great! I fill with warm water and it works wonders. I prefer it over the installed bidet since with that all I could use is the ice cold toilet water to spray. My sink is nowhere near my toilet to do a warm water hook up.
They make handheld portable bidets. I doubt the water pressure is like a regular bidet but probably about as close as you can get.

If you're at home, a great option is a peri bottle. Unless you've given birth you probably have never heard of it. It's basically a spray water bottle with a long angled spout for gently washing your 'undercarriage' while on the toilet. You fill it up with warm water & spray yourself clean. You can buy on Amazon for less than $10 - example. Much faster than a shower & no towel needed; just pat dry with toilet paper.
It looks like an external hemorrhoid and it sounds like it's irritated. Are you having pain or bleeding with BM? Are you straining at all to pass stool? If you are, you need to increase your fiber and water intake. You can do this through diet or adding a non-stimulative laxative like miralax into your diet and using a stool softener so it's not so hard and rough coming out. Another thing for irritation is to ice the area, or soak the area in warm water for 20mins a few times a day. Preparation H (or store brand) hemorrhoid suppositories can help with the pain as well. Also, when you have a BM try to avoid using toilet paper and use water instead. You can buy a portable bidet/perineal bottle on Amazon that'll allow you to wash the area without further irritating the hemorrhoid.
There is a travel bideton Amazon, I wound up getting one after I gave birth to my daughter, but I have kept it around because it’s pretty handy, especially to wash up frequently when I have my period. The spout for it is angled, and when you use it, holding it upside down and squeeze, it emits a nice spray. Its small and compact, and would fit into a medium sized purse. I usually just use warm water, but I also have used the feminine wash soap too.

It's like a portable bidet and honestly helps you feel so clean and not so disgusting when you're going over and over. I truly think that bottle saved me (and my bum) from feeling terrible about the emptying process.
I have a Japanese bidet seat and it has a "front" wash for women. It is absolutely life changing and works extremely well to rinse the blood clean. I just need to pat dry with toilet paper after. I think some of the fancy models even have air drying built in, but not sure how well those work.
Unfortunately I've never tried the bidet attachment kind so not sure how well they work. But a portable bidet like this might work for you.

I like the J shape because it points where the water will spray. I dislike that the nozzle collapses into the bottle with no way to lock it in place.
There's also a portable bidet (squeeze bottle with an angled head) it you don't want have a bidet you can get those. Something like this
