It pretty much is constantly $20, if you don't mind a physical copy. It goes on sale on PSN every few months it seems, if you'd prefer to wait for digital.

That's right. These games normally cost around $40-$70 digital long after release and when importing physical most games are at least $50+taxes+customs. The sale is noteworthy if you want them in Japanese, especially games like Persona 4G or Final Fantasy which don't seem to go on sale that often there but in English you can find them much cheaper. Even at this very moment you can get English Persona 4G physical from Amazon for 20 bucks with free shipping and it's not a bargain.
I wish I could honestly say that this sale is bad, but unfortunately these are pretty steep discounts by Japanese standards.

If you are done with gamestop, it's only $20 on Amazon. When I brought One Piece Unlimited World Red 'new' it just had a sticker, but Tales of Hearts R was in full plastic. Could just be random.
Happened a lot in the PS2 days. Brought Kingdom Hearts 'new' but when I got home and played, I noticed a huge scratch. Didn't effect gameplay until the very end cut scene. I still haven't seen the end of KH to this day.

If theres no sale tomorrow, you can buy Persona 4 Golden from the PSN at 30 USD or physical from amazon at 20 USD, the game is totally worth any price, is a long game, my first run was like 70 hours, one of the best games I have ever played, just have in mind that is the most JRPG thing you will ever play, 75% of great dialogues and 25% dungeons with challenging boss fights.

If you're looking for just a game or two to hold you over until you can save up some spending money, then you really should go for Persona 4 Golden ($20). P4G will give you 60-150+ hours of really quality entertainment (many would call it the best game on the platform).
Also in your price range is Gravity Rush ($20), Tearaway ($20 used), LittleBigPlanet ($18), Killzone Mercenary ($20 used), and Final Fantasy X HD ($20).
If you're really sold on getting one of the games from your post instead, then you really can't go wrong with Chrono Trigger =).
Do you already own a PS4? I would go on Amazon and buy a PSTV. It’s a tiny little thing but it can play Vita games on your TV screen, and you can buy/download PS1 games as well so there’s more value. You do need to purchase a new controller to use with the system (I could be wrong), but those don’t cost all that much. I suggest getting a Dualshock 4 (basically a PS4 controller) as there’s some minor stuff you can so woth the touch screen.

It's my fault for not having the console to play it in. Why should I download it illegally? And again, even if it wasn't in stock in more, it's not something that would make or break my life. I'll be disappointed and move on. There are plenty of games I've wanted to play but never had the chance to. I'll find something else to keep myself entertained.
For a game under $20, I really want to get my hands on Persona 4! I played 5 recently, and absolutely fell in love with it. I spent about 150 hours on it total between 2 complete playthroughs, and getting every trophy, too. So now, instead of being tired of the genre and needing a break, I've actually just got a craving to play even more. Basically, the game boils down to being a student, living your (literally) day to day life, then going into places and fighting monsters with other monsters. It's like Final Fantasy X meets Pokemon meets Time Management. And it's so good.
For a favorite game, I've gotta go with Super Mario RPG. This game oozes charm. It was my first JRPG ever, and features my favorite plumber, too (sorry, Luigi). The game takes the typical Mario formula and turns it upside down, and while that isn't out of the norm these days, it was a huge switch from convention back then. It's a good intro to RPG game with a good story, easy-enough mechanics, and, like I said, a crazy amount of charm. I go back to it every year or two to run it again.

Welcome to the club!! Sub to /r/vita now if you'd like. A niche community of course but always helpful, aside from their discouraging saltiness given the way that Sony has treated the Vita. Their complaints are valid but sometimes it clogs up the place and makes it toxic.
Never played Tearaway but heard it is a "Must-have" and never touched the Final Fantasy series aside from being an avid gamer

P4G is amazing! (but everyone is pretty much going to tell you that.) But it really is one of my favorite video games ever to date. Just be warned that it takes a long ass time to get to the actually gameplay (about 2 hours.) When I started it, I was on a short road trip so it didn't bother me at all, but I still feel like even if I wasn't I wouldn't have gotten bored and begged for gameplay (which can't be said about a lot of story heavy games). Still think it deserves a warning, and after that though the story vs. gameplay is pretty balanced. Also you can skip through all the cutscenes and even fast forward the dialogue but I feel like you would really be doing a disservice to yourself.
One last thing, I prefer to own physical copies of games that are very long and I know I will be playing extensively to save memory. P4G is almost always $20 bucks on amazon I know it's more expensive than what's on sale now but just throwing it out there.

That's 3 exceptional games in new condition that are all very different. Swap those out for whatever appeals to you. Most Vita games hover around $10~$25 after they've been out a while. If you get them on sale and/or used you can get them even cheaper.
