I would consider contacting the LTB, I’m not sure if the cover condo tenants or no though so I apologize if they are unable to help. Secondly, I’m again not sure if they could help but possibly animal services regarding the constant noice; perhaps they can do a “welfare” check to assess the situation.
Additionally, while you shouldn’t have to invest in any devices for your sanity there is this air canister; I’m not sure if it will work for you but it’s an option to try in the hallway. pet corrector
Sorry that happened to you and I'm glad you're OK! You did the right thing. What a dumb lady. I've started carrying this. My thinking is it will be a good non-harmful way to keep loose, badly-behaved dogs at bay. I haven't had to use it yet, so I can't say how well it works.

I too have a dog that gets over stimulated on walks when he sees other dogs. He is about 2.5 yrs old. We ended up getting a second dog about a year ago because it was going to be put to sleep at our local shelter because it had a very treatable parasite (heartworm). At any rate, we rescued her and now they are the best of friends... however, the overstimulate only got worse when it was both of them... they seemed to egg each other on and only make matters worse. I think the behavior you are witnessing is not aggression but rather excitement and not knowing how to deal with it. We ended up going to private training for both dogs and it help a great deal. We also use a tool on our walks to help when they have a "breakdown" which is this If used correctly, this is a great tool. For my dogs, the key was to not let them actually see where the noise is coming from. I used to use an empty soda can filled with pennies, but once they saw what was making the noise it lost it "shock factor"

The bite stick is something I would consider a must if you have XL breeds. You can get really small airhorn that are totally small enough that you could attach them to your belt or something while walking. Really cool that you own Bull Arabs. Not something you see every day!! I’ve fostered XL mastiffs and such and if they’re a real danger if another dog simply approaches, I muzzle them. Better than being euthanized after killing someone’s beagle who is running loose. But I’ve also had times when a large breed was violently attacking a scared smaller dog and luckily the attacker was wearing a choke collar (no prongs). If it’s that bad I have pulled up on the leash until the dog passes out from lack of oxygen. Obviously that’s absolute worst case scenario. But the dog will be ok and the other dog might not be shredded to death
Can you carry pepper spray? If that's not legal in Australia then perhaps something like this would help. I can understand your frustration and I'd be pissed off too.
I totally understand. I adopted an abused dog when I was 19. She immediately developed severe separation anxiety and did thousands of dollars worth of damage to my apartment. I cried every morning before going to work because of how scared and anxious she would be. She was shaking so hard she couldn’t walk. She was also afraid or strangers and reactive. At 19 I was not emotionally or financially equipped to deal with it. I had an actual nervous breakdown lol. That was almost four years ago and everything is so much better now. Over time I learned to emotionally detach myself a little bit (from the behavior not my dog) and that actually improved my dogs anxiety significantly. I didn’t realize how much I was inadvertently perpetuating her behavior.
Anyways my point is it does get better, it just takes a lot of time for special rescues like ours. Please don’t give up. I highly recommend watching it’s Me or the Dog with Victoria Stilwell, I have learned SO MUCH from her show. It’s on YouTube and Amazon Prime. Especially watch the episode about the Doberman, seems similar to you problem.
I also recommend getting Pet Corrector to take with you on walks. It is literally a can of air that makes a hissing noise. It scares the shit out of dogs for some reason. I am totally against using punitive methods for training, but if it ever gets to a point where you physically cannot control your dog it’s a great solution. So if your dog bolts at another dog you can spray it in the air and that should stop him, you can also spray it at him if you really have too. I once used it to stop an off leash dog who was attacking my dog. It worked instantly and the dog ran away.
Have you tried using a Kong filled with peanut butter? It gives them something to do while your gone making them less likely to bark.

Honestly, I'm probably overemphasizing it! If you've had headstrong breeds in the past, this might be on par or even easier than you imagine. My corgi was the first dog I've ever had on my own, so I think I was just overwhelmed and didn't fully know what I was signing up for. So starting with such a headstrong breed was a surprise, but definitely not in a bad way :)

When I say 6 months - 2 years, it's not because they are absolute terrors, they are just growing out of puppyhood like any other breed. I hope I didn't scare you! They just have that puppy energy and are very curious about everything, so it takes a bit to tire them out. But as they grow out of it, it gets progressively easier. My girl is 2 now and she's way more lax than she used to be. We meet puppies out and about and I'm reminded of how she used to act with that crazy puppy energy, but she's pretty chill now. That's all I meant by that :)
