Not sure how small their necks are but you can find really small cones online. This one off amazon fits a 5”-6” neck and is marketed for kittens and toy breeds. Aside from finding one that fits are there other reasons you vet thinks they are not candidates for one? They could be worried that the puppies will chew and mess with each other’s cone.
