I'm in Canada, so depending where you are there may be other options. It's expensive, but I'd buy it again.
We balcony trained with this.
Get the biggest size and replace the turf every month or two. Only drawback was it took awhile for pup to potty on real grass on walks. But it was a lifesaver.
I live in an apartment and have the pet loo set up on my balcony. I highly prefer it over having a pad inside the house. It was easy to transition my dog from potty pads to the pet loo, and easy to transition him from the pet loo to going outside. Just have to train a "go potty" command and give lots of treats.
