something like this on Amazon should easily do 3x3 ft to full flower. You could probably do pretty well with that for a start. Its dimmable which I highly recommend. If you shop around you might a 2 light solution that will fill 4x4.
I'd get this one, from personal experience: https://www.amazon.com/Phlizon-Dimmable-Spectrum-Hydroponics-Coverage/dp/B08D6H3VYR/ref=sxts_sxwds-bia-wc-rsf-lq2a1_0?cv_ct_cx=phlizon+2000w&dchild=1&keywords=phlizon+2000w&pd_rd_i=B08D6H3VYR&pd_rd_r=02272df6-8686-4a64-ace9-d78a2f3...
I have both, and they're both great lights for the price point (on Amazon), but the Phizon is quite a bit brighter and it feels much more well built (Not to mention you'd save a bit). You won't go wrong either way though!

Here's something I got to start out with for 199. Just 50 more than you're looking to spend pretty much.
It's not a mars hydro etc, but it's bright. It worked great from sprout to harvest. I bought a 2nd one, and now use both in a 4X3 photoperiod flowering tent.
I ended up buying this to replace the two quantum boards. This one is way more in cost, but its so bright I don't ever have to go above 60% power in my 4x4x80 inch tall tent.
I have gotten a flat peace of wood from work and had them cut it to size. Then drilled 3 1/2in holes about 20 or so that to keep the cups from falling when I'm in there messing with them lol.
As the foil that is reflecting sheets I think it is a fire blanket or something like that. I have gotten it from Batman/Make_1t_Wayne. I have no heater but have two fans.

I don't understand how as it's 10000 lumens and 5 k and free, but I'm looking into other lights now would you recommend

Using Two Phlizon QB 240w LED full spectrum with Samsung 301's in a 4x4 tent.
Roots organic soil mixed with a wonder soil coco coir brick, as well as a half bag of additional Hopwood Farms living soil.
No nutrients as of yet have been given to the plant. Just the soil and proper PH balanced water.
Using LST bending 90 degree plant branch trainers to shape the plant into areas of light which are not blocked by leaves, minimalizing the trimming needed to get light to the important parts of the flowering areas.
I know people like to defoliate, but if the plant is still growing bigtime, for that time being (while still growing bigtime) could be better to leave on the leaves and just do some great LST bending to get the light where it needs to be. To each their own!
Reposting this here :
Lights: 200W and 100W phlizon LED full spectrum QB's in a 4x4 tent. Running 21/3 hours. (I have photo flowers in the tent doing their Veg cycle with the auto currently just keeping below 24 for them, doesn't seem to bother the autoflower at all, and the photo flowers seem to love the 21/3 schedule too).
Lights all the way at the top of the 80 inch tent (about 70 inches from floor, and about 50 inches above the plants). Lights set to 7 out of 10 (ten being full blast).
Soil: Roots organic mixed with Hopwood Farms organic super soil (from the IL growers reddit) Wonder Soil + Wonder soil coco coir as an add in.
Nutrients : NONE used yet at all, a few drops of SuperThrive a week ago as a test to see how it would handle (didn't notice anything negative after giving a dose).
So I couldn't find the grow light you reccomended in Canada but I found an alternative that appears very similar: https://www.amazon.ca/dp/B08D6H3VYR/ref=cm_sw_r_u_apa_i_yRY.FbRWQWNBT?_encoding=UTF8&psc=1
