Here's what you do.

1. Read the beginners guide at growweedeasy.com
2. If you want decent soil and nutes for cheap, you can pick them up at canadian tire. Root farm soil and nutrients have worked wonders for me. Also pick up a decent sized plant pot.

4. Get a timer outlet and set the light on a 18/6 light to dark cycle.
   
5. Sit back and watch that baby grow.

Just over two weeks since I started germination. Using 300W LED Panel Grow Light Veg Lamp from Amazon. Have them currently growing with a few herbs for the wifes garden.
