Then I suspect you missed the intent. Here's the actual bill.
Start here:

72 provide a safe and supportive learning environment for the

With
>2. A school district may not adopt procedures or student

84 notifying a parent about his or her student's mental, emotional,
85 or physical health or well-being, or a change in related
86 services or monitoring, or that encourage or have the effect of
87 encouraging a student to withhold from a parent such
88 information. School district personnel may not discourage or
89 prohibit parental notification of and involvement in critical
90 decisions affecting a student's mental, emotional, or physical
91 health or well-being.
In the context of the bill basically says that the school must "out" LGBT students to their parents. That's not okay. That is not safe.
Then we get to this:

99 in kindergarten through grade 3 or in a manner that is not age
100 appropriate or developmentally appropriate for students in accordance with state standards.
Two points: instruction on sexual orientation or gender identity at this age level is "so-and-so has two daddies or two mommies" or "used to be a mommy and is now a daddy instead". It's not graphic sexual discussion, and never was.
Second point: "or in a manner that is not age appropriate..." means that "grade 3" is a fig leaf. This is the condition: ....may not occur (in kindergarten through grade 3) OR (manner that is not age appropriate according to undefined state standards). Ergo: never. Grade 12? Sorry, not to state standards.
Next up is the chilling effect. A lot of this is "school must send out forms for review in advance of sending out forms" and "the school shall hire legal counsel and pay for it, within a very tight time period, in the event of a complaint, as it relates to gender and sexuality". It is cheaper and easier just to skip the topic altogether - there is no penalty for not addressing the topic.
Finally, while the bill says "sexuality and gender" I can assure you that they mean LGBT sexualities/genders. They won't have Prince & Knight board books for kids, because that teaches about same-sex attraction. But they absolutely will have Cinderella and Snow White and a myriad of other "classic" opposite-sex attraction books, examples and instruction.
