It's not the voltage, it's the amperage. You need at least 1.5mA to be able to charge while playing.
I use the official PS Vita Portable Charger from Sony.
It's not a great charger though, you can find external batteries with way more capacity than this one out there with a better price. When I bought mine it was only 10 dollars, that's why I bought it.
There's actually a real, sony released power bank made specifically for the vita. I mean I guess you could charge it with anything but if you want the real McCoy click here. If you have prime it's priced pretty well and has good reviews. [link]
I've heard that the difference is significant (the old Vita lasts about 1h less), though I can't comment on that from experience since I'm using it mostly at home and haven't even managed to discharge the battery in one sitting yet.
If it's a big concern, you can always consider buying a portable charger. It has a battery and supposedly gives you 4-7h of extra play time. Might be a good idea even for the new Vita.
I'm able to game on the Vita off Wi-Fi for 5 hours or so if I remember correctly. Pretty long for sitting there constantly gaming. You could always get this as well.
But shipping is the factor as I feared so fair enough.

You gotta get one of these. I use it in my bookbag that has a charger port, but it works great if you need a charge on the go for the Vita
