If you're talking about the quotes, I'm sure they were colored by the typical viewpoints of the time. But also, toys were a major trade in Japan even back in the late 19th century, in line with the shokunin (craftsperson) culture. Even Nintendo was founded during that era.
If you're interested in learning more I highly recommend the book, it's very well written and a fascinating read.
