Yep, all that stuff. During Harvey, a few other flood preps that came in handy for us included:

• Ziploc bags of various sizes to keep things dry
• A handy shovel for trenching and a ladder in case you need to get on the roof
• The usual preps you should always keep around: cash, a battery-powered radio, plenty of food, booze, etc. (because when the flood hit you couldn't get any of that stuff)
• Not a thing to buy but a thing to do: prepare important documents by putting them in a waterproof container of some kind
• Tarps to help with leaks, broken windows, etc; maybe a bucket or two just in case
• Towels, towels, towels
