It's a part of a fish training kit (the R2 Fish School Complete Fish Training Kit I think) that I used when I was six and had goldfish. I keep the basketball floating in Nebula's tank (she sometimes boops it with her nose) as well as the tennis and soccer balls (though they sink).
If you really really want to get into it you can teach all sorts of tricks.

there's this https://www.amazon.com/R2-Fish-School-Complete-Training/dp/B00168A6DQ but if you look up information on how to train animals in general basically the only thing you need to be able to do is put tasty food in front of them and create an association.
Oh, cool, gotcha! Man, so many ideas... it'd be cool to have a 5 - 10 gallon betta fish tank. They're so curious about their surroundings and so colorful that I feel like they would keep a child's attention...
Or, if you had the space, a giant (like > 60 gallon) fancy goldfish tank. They're so peaceful to watch, and have great personalities. Plus, if you take care of them well, they live practically forever! And apparently can learn tricks
A friend of mine recently set up a 20 gallon long with some glofish for her daughter. It's pretty sweet - provided you're into the 'fake' look hahaha! For what it is, I think it looks neat, and her daughter is mesmerized.
The nice thing is that these fish are all pretty hardy :)
Oh man, good question.... I don't have specific answers, really, as much as some musings. I think it comes down to a few factors:
1) Many people do not believe goldfish are capable of feeling pain, or really even experiencing anything. In fact, there is a whole separate myth that goldfish have 3 second memories. (fun fact: there's a cute fish training kit available, that does prove that fish are capable of learned memory.)
2) It's iconic.
3) It has become a common source of misinformation. If someone learns, anecdotally, that someone they know kept goldfish in a bowl for awhile, then they are skeptical of learning new information about (i.e. that it's bad.) Because they already 'know' someone who was 'successful' at keeping one in a bowl. They become resistant to updating their knowledge of the subject.
4) Bowls are very specifically marketed for goldfish, or bettas. This leads to uninformed pet store employees to sell them to unsuspecting shoppers who haven't bothered to do additional research.
I don't know... I could go on and on. I agree, though, it is bewildering, and it is sad. I would love to know the origin of how it even got started in the first place
