Two options that helped me:

2. Update your window isolation. Do a trip to Canadian Tire or pay someone to do it.
3. Does not help me, but other people find useful - white noise machine.

There's a 2 part putty DIY silicone plug you custom mold for your ear canal. I know some carpenters who used them yrs ago and liked them.

I actually bought the kits but was too lazy to make them - and I'm ok with muffs.

I bought these for work and only later realized that they're comfortable enough to sleep in, even if you're a side sleeper! Fortunately I don't need to wear them at home but they're great for travelling. Last year I went backpacking and stayed in all the dormitory hostels with a blindfold and earplugs - amazing!

Get some custom molded earplugs. Audiologists can do them for $$$ or you can get diy home kits like the below

Custom molded earplugs are great. You mix together two types of putty and stick it into your ear. It makes a solid earplug that is custom molded like what you see performers using. They are comfortable and effective. Look, you're not going to be able to get rid your life of noise all the time so you might as well get them.
