I’ve been where you are today and building is easier than you would expect. If you buy your going to end up buying a standard AR and then buying a compliance kit.
Like you I was overwhelmed and I wasn’t at all confident about my options and tools needed and then what’s pushing it vs what is known compliant.
Truth told, the second you buy a “NYS Safe Compliant” AR from a Gun Shop they don’t care what happens to you after. You’re no safer than the rest of us living with ambiguities on NY SAFE.
You don’t need any special tools, but having some would make it easier but they are not required. These rifles were designed to be able to be taken apart on the field with a single round.
My advice - Featureless all the way!! stay away from fixed mag or make that one of your 2nd builds. While they look great the loading is ridiculous and a speed loader will cause a jam - reliably. Also with a fixed mag you cannot convert to a swappable .22lr which is a lot of fun, with a featureless you can get a swappable .22lr kit.
Here is what you can do.
Buy a stripped lower from your LGS (local gun shop)
Buy an upper kit of your liking from palmetto state armory. Just make sure it’s a 16” barrel.
https://palmettostatearmory.com/ar-15/kits.html
The upper kit will have everything you need to complete your AR. All you need is the stripper lower from your local gun shop. The upper comes fully assembled. It’s just a matter of what kit / style that you like.
Mid length is better than carbine but for a hobby shooter it will make zero difference. Just go with what you like.
Buy a standard compliance kit from resurgent arms (thread protector, featureless grip and stock stop) I’d also pick up their ambi safety. I really like it.

Or
Buy a NY SAFE complaint Stock (I like the thordsen gen II) but there are others. And the Resurgent Arms thread protector and ambi safety.

NYLAR Stock https://m.facebook.com/people/NY-Legal-Arms/100063661865486/
Bring the completed upper from the PSA kit and the thread protector to your LGS and have them pin and weld the protector to the barrel.
Personally I like the RA compliance kit. You can use a standard stock with the stock stop. The grip is beefy so you’ll need an ambi safety. But with all featureless you’d want an ambi safety.
Then you build out the lower. Watch YT vid. You’ll need a set of roll pin punches. $6 at harbor freight or Amazon. If you want to get fancy.

Best of luck.
Oh and this. https://cmmg.com/22lr-ar-conversion-kit-bravo-10rd-blk
You can find these on sale with 3 magazines included from time to time. But totally worth it and is only compatible with featureless.
And this

While the 5 pentagon is a bit much they have a dual coupler too which is more reasonable.

I use a Harbor Freight set for most parts. I use a clevis pin for the pivot pin. And I use this guy for the bolt release.
We use three different roll pin punches for the bolt catch depending on what we're doing.
For installing, we use the Real Avid punches and punch the pin in from the rear of the receiver toward the front.
For removal, we use the Brownell's punch and punch the pin out from the front of the receiver towards the rear.
Regardless, we always use electrical tape to mask any potential contact areas of the receiver.
