To add to everybody else - use a vibe. I’ve found that for me big rumbly ones like the Hitachi Magic Wand / Vibratex magic wand are amazing because I can hold it against my underwear tucked or not, and keep everything small but the vibrations go everywhere.

If you want something cheap, this one was great for a year at 1/5the the price of a good one. Then it died.

Highly recommend the Shibari Halo! Has different settings to have different “beats” and also different strengths of pulses. Rechargable, easy to clean, turn it on and setting 1 is the highest buzz with a constant persistent buzz and can easily bring me to multiple Os in a matter of minutes. Cheaper vibrators will typically have a less expensive motor which may sound quieter but the housing might be a bit noisier. It depends on what type you can find.
