Get a Redragon K552 Kumara. The only switches that would fit are akko switches, but some people say the akko red switch feels better than a cherry red switch. as for the german layout, You could possibly get a set of keycaps. Redragon K552 was my intro to mechanical keyboards and I liked it a lot. Very basic but really hard to beat the price. RGB is solid too. I added pudding keycaps and it was beautiful honestly.
Fully mechanical aren't all that expensive. You can get decent ones starting 2.5k. This mech TKL keyboard has backlighting and comes under 4k. I can recommend Redgear's mechs at this price point. They're pretty good, and this one's a TKL to boot so you'll save on some desk space. My first mech was a Redgear, it still works like a half decade after I bought it, and the only reason I stopped using it was because it was a fullsize.
However, depending on your typical workload, mechanical may not be worth it for you. I find my mech a bit tiring to type on for a lot of my coding workload, and I have a logitech membrane keyboard for that use. YMMV, of course.
(Personally, I wouldn't buy it - the lighting is gaudy and size is painful - but I have also spent tens of thousands on keyboards, so I'm not a typical customer.)

Why don't you go for this? The mecha-membrane or memchanical knockoffs feel like terrible mechanical knockoffs that sound like a mechanical and still feel terrible. Membrane is garbage once you've got a mechanical keyboard.
If you want to spend a little more to get something from a more reputable brand then save for a bit longer, but since you're considering a vava then just get the redragon.
The $30 one is just red, but this is the same board with RGB functionality that the FAQ talks about. And for just $13 more I think it's worth it. Also note it probably isn't per key lighting. It's most likely lit in zones which is still cool, you just can't get all fancy with custom lighting profiles.
Redragon makes a decent KB on the cheap. (sorry, it's a touch over your budget.) Only thing I didn't like about it was the non-removable cord and the keycaps. All the MX-style switches are rated around the same amount of keypresses, give or take +/- 5% You pay for increased consistency, construction quality, smoothness, tactility, etc. Gaterons have developed a solid reputation for value/performance compared to Cherry switches, as far as traditional MX construction switches. Newer designs like Kailh's Box construction are the first real deviations from the standard. Nowadays, you can get solid performance from most Outemu, Kailh, Gateron, Cherry, etc without much fear.

I'm looking to buy my first mechanical keyboard. I don't want to spend a lot of money, and Im a TLK kinda guy. I'm looking at the Redragon K552-RGB KUMARA RGB LED (I'm aware that its over $300 Canadian - I'm going to the US next week and plan on getting it while there delivered to an Amazon box). Does anyone have any other suggestions? I know I could go RGB-less and get it for WAYYY cheaper but... rainbows...
I also looked at the Mechanical Eagle Z-77 but its just fixed color LEDs - but the plain no led one is REALLY cheap...

My first RedDragon I got in 2018 with Cherry MX blue got me into MC. Very well built I plan on giving it to a friend cause its help up so well. Also Cheaper and comes in Black or White. Its also Hot Swappable. So with the money you save you can buy other switch's (or just save your money lol!) Mx Blues are pretty loud but very satisfying to type on. I think it would be a great starter board. Red dragon makes even cheaper boards than that one also.

I read quite a bit about it before and according to reviews Redragon (like this or this) should be some of the best budget mechanical keyboards. I have no personal experience with them.
I ended up buying the Razer BlackWidow lite for around 350 (Starwars edition is on sale for 239 now). It is okay, but I had to buy a wristrest because my wrist would get sore while working from home because the keyboard is quite tall.

I've sorted it by price. Ignore the GMMK options at $69; they require switches and keycaps to be bought separately. You can see from this list that decent complete mechanical keyboards start at around $90.

I personally never heard of the Drevo Calibur, its not available in my country or in any site that has cheap shipping (Amazon charges shipping PLUS importing taxes, that more than double the value of what you buy there, therefore nobody buys from it).
But... that board is closer to a 65% than to a 60% (because it has arrows and a couple of navigation keys). In that case there are other cheaper options than TKLs, and I have some saved because it was of my interest once as well (eventually got myself a 60% and got used to it).
Theres only one thing about it, I'm not 100% sure the HyperX keycaps would fit in it. By looking they seem compatible but I don't have trained eyes for it. Maybe some people in Discord would be able to tell you. If you really want that keycaps I would go for something more conservative, but you can always look into 65% options that have a standard layout, but that requires knowing the size of shifts, space bars, function keys, etc. And I'm not really good at it (thats why I ended up with a 60%, its just simpler).

I really hate keycap layouts, otherwise I would have a 65% instead of a 60%.
But hope some of this helps.
So here are 2 different suggestions for monitors. One is a 1440p 60 hz (can get to 75hz if you use the displayport) 27" IPS monitor. Since you play open world games, I think it's nicer to have a monitor with great color reproduction and increased resolution for better graphics detail. Your 1660 ti should drive games just fine at 1440p 75hz - but it is pricier. The other is a 1080p 144hz 24" IPS monitor - more affordable, still IPS for great colors.

This is the one i use its a lil compact (small) but it works great.
This one has blue switches. Just note the one I linked was the RGB one which is 3 bucks over your budget. You can pick a less lighting option or no lighting at all for less.
This one has brown switches, just know that it only comes in that blue color. The wireless version's wireless has a short battery life from the people I know who have it, but you can run it wired so you have the option to remove the cable at the cost of more money and no backlighting. I bought the Kumara 552 RGB by Redragon and I'm a little confused. In this review (time-stamped for convenience) he says that all you have to do to customize the key lights is hold FN and hit END. This doesn't put me in any kind of programmable mode and I have this exact version. Can anyone help? Without this function this keyboard isn't what I need. Thanks.

The Ryzen 7 1700 is an 8-core with 16 threads. It is a regular consumer cpu that is a good fit for things like video rendering, but you should be aware that with your budget a high core count threadripper cpu would also be possible, just not with as much ram and ssd storage.
The case is white and with a window, since it has to be a specific size and support an optical drive there was not much choice. You might want to swap out the mainboard to have a different style, but what I saw as a better fit was too expensive.
