I will occasionally use this mouse:

I've had it for a year, and it works well. You may have to rebind the 11 and 12 keys on the mouse, either in the mouse program or in game, as it seems to be bound to numpad - and +, respectively.
Way back when double pumping became a think I watched Dae's video on how he does it and he has all of his binds on his mouse so I looked up his mouse and got it and I am in love. https://www.amazon.com/gp/product/B00LSERFA0/ref=oh_aui_search_detailpage?ie=UTF8&psc=1 My layout for it which works really well is to have 3,6,9,12,11 my guns/meds with 3+6 dedicated to shotguns/smgs so I just barely have to move my thumb and I don't give up any movement by having to reach up to other keys on my keyboard. I use 1 for walls, 2 for ramps, 4 for edit, 5 for floor, 7 is pick axe, 8 is inventory and I can't remember what I use for 10 right now. Hope this helps!
I wouldn't trust it, The cheapest gaming mouse I have ever bought is the Redragon M901 for a little under $40. I am pretty sure you wont be able to get a good quality gaming mouse for anything under that. My mouse's tend to last 18 months, and the Redragon is no different.
Idk i personally like my mouse because it has extra buttons, I use a razer naga. (You can also use knock off brands to safe money https://www.amazon.com/Redragon-PERDITION-High-Precision-Programmable-programmable/dp/B00LSERFA0 )
There are plenty like this for example they made a version of it targeted at mobas called razer hex.
But tbh I think you can use any mouse, dota doesn't require much more than a buttload of knowledge.
Like everyone has already said, it's all about personal preference.
For a mouse, I recommend the Redragon Perdition: Amazon
It has worked for me for almost 2 years with no issues. Though, someone I know had one and it broke after a few months.
For a keyboard, I recommend any keyboard you're comfortable with. I personally have some generic Monoprice mechanical keyboard, with Cherry MX Red's.
A friend of mine used a Naga for years and swore by it. It broke, and I bought him one of these as a present. $36. He'll never go back. As an aside, the OMRON microswitches in the mouse make it feel absolutely glorious.
EDIT: Also, keypads can be great if you want to manage the camera separately with a hat button, but you have the problem that you start be almost completely unable to play any game if you don't have it with you.
I would recommend that instead you get used to ESDF for movement instead of WASD. It frees up an extra finger and puts your hand in range of 3 extra keys, as well as making shift more comfortable to hit with your pinky and alt easier to hit with your thumb.
EDIT 2: You could also consider grabbing a mechanical keyboard. Get one with the switches you like the feel of the most. Go to a store and try out all the different switch types and then find a deal when you can. It'll set you back $80-$140 bucks though.
As far as the mouse, I have the Redragon Perdition and I absolutely love it
They have high quality for good price I think never had any issues
What kind of game(s) does he play? FPS, MMOs, MOBAs, etc? Just give names I guess? I am going to post a link to a keyboard and a mouse I purchased this year for not too much and they work great and I use my pc a good 8 hours a day.
Both of these work great and together they cost 100 before taxes on Amazon. I recommend them for any type of PC gaming, no joke.
I picked up a g600 as well, but couldn't get used to the third top button on the right.
Picked up this for the same price. Amazing quality and feel.

The white version is a few bucks more @ $39.99 http://www.amazon.com/Redragon-Perdition-Precision-Programmable-programmable/dp/B00LSERFA0/
Best mouse I've ever owned. Can do whatever DPI you want and you can switch it on the fly or map those buttons to something else. The side buttons are a game changer and its much more comfortable than a Razer Naga, not to mention less expensive.
