I don't remember his name, but I think there was like a guy who started the hashtag, and it was catchy so it was quickly adopted by many, but he also started asking for money for a GoFundMe or something for a documentary....so that was sketchy. But basically this all started when most of us left the theater in denial or in shock about how bad JL was.

The closest thing to this was the Donner Cut for Superman 2, the studio basically fired him mid production then hired someone else to finish and reshoot some of the film, and then it took about 20 something years for it to be released (but it was somewhat cobbled together with other bits since he only has like 70 to 80 percent of his own footage.
We also have instances with Disney and the Star Wars franchise with Solo and Rogue One being heavily reshot with a different director, but those two haven't really had fan support behind the original vision.....and aside from those....there are probably other instances.

Yes, because they have to rehire and make new contracts with actors and people who work on the VFX since all those obligations were met during the original reshoots of JL in 2017. So, to rework on the VFX and the extra material to be added back from the assembly cut, and also to make new contracts with the cast and crew, AT&T/HBOMAX just used the budget they use for a new show and put it towards JL since that is technically a miniseries, though now it just looks like they will release it as a 4 hour movie instead of 4 episodes.

We do, or at least have a good idea of what happened. We will know more when Sean O'Connell releases his book "Release the Snyder Cut: The Crazy True Story Behind the Fight That Saved Zack Snyder's Justice League". Since he interviewed people who worked on JL and also got interviews with Zack Snyder/Deborah Snyder. But most of what I wrote in the above comment are from the same sources.
To reiterate, they have to rework on the VFX from scratch since they have to throw away every work that was done for the theatrical cut. Snyder confirmed that there are 2800 VFX shots in JL, that is almost MoS(1500)+BvS(1500) VFX shots combined.
