Be careful with that. Scumbags actively look for bags and packages left out in cars. Doesn’t take much to pop that window & snatch your bag. Then you have nothing when you need it.
I use something like this this work. It's just a little plastic spring loaded device its safer than what the fella in the video is using and your much less likely to cut yourself. You can find cheaper than the one I linked but I wanted to give an example. I gave one to all my family members to keep in their cars just incase they ever have an accident and can't get out.

Using a headrest or the metal part of a seat belt are just as effective as one of those hammers. In water, you won't be swinging that hammer fast enough to shatter glass. Neither are very effective.
You would want a spring loaded tool like this one.

Forget the fancy knives. I've had partners failed by the window punch feature on their knives. My friend has one of these as her keychain. Its cheap and seems to be very effective if you can keep your wits about you. Watch the product video at the bottom of the picture column on the left.

It's technically not until they reach the bottom, but until the car is filled up with water on the inside, so the pressure on each side of the door is the same. At least that's how I remember it.
If you have any chance to open a window or the door between the time you go off the side and hit the water you should.
You used to be able to just roll down your windows too, but not most are electric and just stay shut when they stop working, although some cars have emergency window openers in case something like this happens.
Personally I always carry one of these in my pocket, got it from my dad (Firefighter/chief for 25+ years) who was also the one that first told me about this actually.
Of course it is a tiny bit paranoid to get one, especially since you ideally, will never ever have to use it.. But when you live in places with a lot of water and drive a car regular it makes you feel a lot safer.
First, I think everyone should carry one of [these] to help get a trapped driver out of their car in the event of an accident. Second, they make great tools for the action you describe.
Or get a metal rivet on your glove somehow, drag the rivet across their paint as you ride by.
As warlocktx said call 911 first. They will come right awake and pop your door usually first with locksmith tools and at last resort break the window.
I would also reccommend one of these they are small and work great. You could easily keep it in your purse and won't take up much room.
So scary. Doors won't open under water pressure. Side windows are tempered glass and are near unbreakable. The car seems built to drown you. It's a wonder they've not enforced a lever in the car to snap the windows in such an event given this kills people every year.

I zip tied these to my front driver and passenger door. Works great in my car out if the way but very accessible.
Also as a plan B you can get some pretty cheap keychain window breaker/belt cutters on Amazon.
As others have mentioned Resqme. I believe it's fairly small and I've seen them recommended multiple times outside of this thread. Personally I have one of these in my centre console. There's no doubt what it is used for.
The exception to over 3" is a lawful excuse, and regardless of the excuse, I wouldn't imagine having it in a pouch on your belt would help your case.
Edit: as pointed out, "lawful authority or good reason", not simply "lawful excuse".

Everything depends on needs and money. What are you looking for and how much do you want to spend? Is it just you or do you have a family? What's the maximum amount of time you want to spend commuting to/from work? I assume you're going to rent at first but will you be looking to buy a house or condo?
Cars are a necessity here. The public transportation system in Houston is poor. There are buses but the city is so spread out (larger in area than London) that they're often not practical due to the time it takes to get from point to point. There is a light rail system but it's centered on downtown Houston and wont help you in Hedwig.
The big headline here in Houston right now is rain. A lot of rain. Measured at IAH airport, we've had 38" of rain so far this year. 20" above normal. It comes in insane bursts which causes a lot of localized flooding. Houston handles it fairly well but there are some areas where flooding into homes and businesses has been a problem. The real danger is flooding on low lying roads. Especially within the freeway system. Do not drive into high water! And get a glass breaking tool like this or this.

Here is one that is smaller than hammers and has a keychain ring. The window breaker is spring loaded, so you just press it against the window and at a certain point BAM! window broken. I would assume if your car is completely filled with water, this tool will be easier to use than a car hammer.
