The Rotring 800 has a similar deal right now, bumping it down from $46 to $36. Not the best price ever though, since it often goes for $27, and at one point was $14 after a coupon.
People recommend the same few pens over and over for beginners, and largely it's because they are good. To deviate from the rest of the comments, I started with a Parker Urban. They look really sleek and classy. They are a good price for a starter pen. The current generation are more expensive then the last, but you can find both on amazon and they're both great. If you like the look than you'll love an Urban because they write flawlessly and are very forgiving to beginners.
Also you mentioned that you use pencils! The wonderful rOtring 800 has a great discount on amazon right now. If you're interested in mechanical pencils than I couldn't recommend anything more at than that deal at the moment.
EDIT: I'll also recommend the TWSBI Eco over the pilot metro. It costs more, but it's better. A screw on cap is a life saver, it has a large capacity, nice filling mechanism, and IT LOOKS FLY AF.

I actually decided to check, I paid full price which was $80.00 back in the day direct from Rotring but fortunately on Amazon you can get it in .7 in the color variant black for $49.94 (you can also get it in silver and .5 for a slightly higher price.) Either way I highly recommend it and can attest that in the year and a half I have owned my two, they have never once jammed.
I recently lost my Rapid Pro and replaced it with an 800 (both are 0.5mm). There are many drawbacks, and advantages for each pencil.
The big thing people say is different is the weight. Im gonna copy paste my previous comment about this: I can tell you if you have already used one of these pencils for quite some time, and have gotten used to the weight (compared to other pencils) you will notice a difference. I personally prefer a heftier pencil but it is up to your preference. The one truly noticebable (if you just pick up one and then pick up the other) difference in weight is the weight distribution. The Rapid Pro is noticably heavier in the screw off grip/endcap/lead-sleeve, whereas the 800's weight is in the back of the pencil. Again, I personally prefer the Rapid Pro for this but, it is up to your opinion.
Another difference is with that the 800 is infamous for internally breaking lead, and jamming. From what I heard, some work fine, while others don't (I'm only talking about the new metal model), so you run a gamble. In my experience, the Rapid Pro almost never jams, and never internally breaks lead. It is a hell of a lot more reliable. In this catagory, the Rapid Pro wins.
Onto the erasers, this may seem like a stupid category but the erasers in both pencils are significantly different. The 800 uses a short eraser that does not push out of its sleeve (which lets you use more of the eraser, but is compatible with most other Rotring products and has a clean out rod (a thin metal rod used to push out jammed lead). The Rapid Pro uses an eraser only used by it and the Tikky. The main advantage of it is that the eraser can be pushed up in its sleeve allowing for more usage, however it does not have a clean out rod. In this case, IMO the Rapid Pro wins, but it can be argued either way.
Onto the aesthetics, this will be based A LOT on personal opinion. I think everyone can agree that the 800 will turn heads a lot more than the Rapid Pro. Not to say that the Rapid Pro isn't a beautifal pencil, but I just think that the 800 looks a lot better. This round is up to personal opinion.
The finalish round is based upon pocket safety, this is very important, as the main thing these two pencils are trying to combat is getting stabbed while you carry it in your pocket (also both help against a bent tip). By far the 800 wins, heres why. The 800 will NEVER accidently extend in your pocket. Ive had a few times where I was bending over and it caused the button to be pressed and the Rapid Pro stabbed me in the leg. Note The pocket clip on the 800 seems to be a little bit stiffer but this may be because mine is newer and not worn in.
This part is dedicated to a painful experience with the Rapid Pro. Simple, my friend knocked my pencil off the table and it bent the tip. Thankfully, I figured out that I could rebend the tip back into place by removing it and pushing it back into the end cap. This would not be possible with the 800, because of how it is built.
Non-comparable advantages and disadvantages:
The Rapid Pro has a coushioned lead sleeve that greatly helps against lead breakage.
The 800 has the option of a stylus on the end. This model is called the 800+
The wiggly tip of the 800. You will hear a lot of people complain about the tip of their 800. Yes, there is a wiggle, but it is not noticable when writing.
Prices:
One undeniable advantage of the Rapid Pro is the lower price point. Normally, the price of the 800 is 40-60 USD, at this price point it is NOT worth it. Currently, if you have Amazon Prime you can get it for 24 USD (I will put the link at the bottom). At this point the prices are similar enough to ignore the slight difference.
When it comes down to it, it depends on what you need and what you're willing to sacrifice. If you want my opinion, go with the Rapid Pro, its a lot more reliable and is all in all just a nice pencil.
If you are looking for a seriously eye-catching, impressive, and plain out memorable pencil, go for the 800.

I also use a Blackwing (the new ones) when I want a non-mechanical. Aside form it being a good pencil, the shape of the eraser gives it a similar advantage to a carpenters pencil without it being an awkward shape to hold.
