I'd get something more substantial like this rather than interlocking foam mats. Hopefully you can find something similar in the UK. I believe you can find stall mats commonly sold at farm supply stores.

topping it with the hard rubber will take in the sound and the softer foam will take on extra vibration

I have my single pad setup (including DIY bar) on two of these. They are a bit pricey (I got them on sale), but they do the trick.

It really depends on where you want your money to go.
Platform. You can build your own MUCH cheaper than anything else out there. You need 5 sheets of plywood and a roll of high density gym flooring that they sell from CFF or Amazon.
Bumpers. If you want bumpers that will perform well no matter what your bar is, I'd actually recommend composites (like Hitemps) unless you are frequently squatting over 200kg. Composites are soft, cheap, and the interior ring won't ding up an expensive bar's sleeves. Plus while they do bounce, they do so predictably. If you want to spend the cheese, are lifting more than 180kg on a regular basis, and you know you are going to buy a nice bar, then I'd recommend Eleiko Sport or Werksan Lion training discs as they are the cheapest you'll get from a premier outfitter and they both have nice milled sleeves. The American barbell plates also appear to have milled centers so I'm considering them as I'm still low on 10's and I need another pair of 25's.
Bar - I'm a "buy once, cry once" kinda guy, so I always recommend either Eleiko or Werksan training bars, but I love a more aggressive knurl than most. If you prefer a slightly softer knurl and you want a really good bar, you can't go wrong with the Rogue Euro bar... and if you get it in a package deal you can save on shipping with the Hundo pricing if you get plates and a rack to go with...
Rack - I actually would recommend stands instead of a rack, but if you need to have a rack the rogue racks are good. This is a thread I recently posted where I was looking for a decent pair of squat stands... I'm still on the fence but maybe it will help you decide.
