I have a similar eczema and always did. It was so bad as kid, I was bloody from scratching and on steroids. I have manged it for years , but use as much moisturizer as you. It's a job.
I really love Cerave lotions and the cream in the vat. It has has ceramides and hyaluronic acid. Eucerin is great too and I use both. The healing ointment is their vaseline which is amazing as it has other stuff. I love Eucerine AtoContorl too. Aveeno Eczema therapy too.
I think you should try hydratoring toners and layering up. They are for the face but works all over. I really find it helpfull. I highly recommend the Kikumasmune High Moist Lotion (toner). I use this all over as it's cheap and comes in a huge bottle. Best after the shower on damp skin. Then Cerave lotion or cream. Then more cream on the eczema prone ares.
Also love Scinic All in One Snail Ampoule - is a moisturizing serum, which comes in what looks like a honey like jar. . They make a honey version too. If you put them in pump bottles (Amazon sells little amber ones), it's easier to use. I use it after the kikumamune, which I use all over. Snail I use just where i get eczema. CosRX Snail Essence is another option.
Hada labo lotion is very high level hyaluroinc acid. That is great. They make a premium and a moist. Both are great on body or face. Another cult product.
Use very gentle cleanser is key. Aveeno bath washes. Eucerin Calming Shower Oil Cleanser is my current favorite. Smells funky and feels like an oil but rinses off and does clean.
I don't know if you have tried German Nivea in the tin jar. It's got something that isn't in the American. Both are good. Also Nivea enriched lotion (not German). Scent is strong, but it's really rich. I have been reaching for it lately.

This toner is super popular here. It's a huge bottle, $14 on Amazon prime, some people feel it smells like a mix of sake and bubblegum. The scent dissipates right away, so you won't be left smelling it.

I use clarifying cleansing gel with bija seed oil from Innisfree, but honestly I wouldn't recommend if you're having moisture issues right now, because it has salicylic acid in it so it's not super gentle. If you're still having the issue and want to try the toner though, I'd recommend that one because I think it's a good product, but it also comes in a huge bottle for a good price. I do but like u/claraquesi, I only use Asian Besuty toners. I am loving the Kiku High Moist lotion under m SPF in the morning as I found a straight moisturiser was making it pill. Toners are light and don't feel like they are suffocating my skin. It's also a great way to add a lot of hydration without feeling like you are doing a lot to the skin.

For use on the body: Can you mix the Kikumasamune Sake Skin Lotion High Moisture with a regular body lotion instead of putting the Kiku on first, waiting for it to dry and then body lotion?
I use Kikumasamune Sake Skin Lotion after every shave and for a few days after (I usually shave down there every 3-4 days).
Like... GAME CHANGER. I use that stuff on my face, my arms, legs, pretty much all over, lol. I was using witch hazel previously, but still got razor bumps after. This stuff has kept me pretty smooth and I hardly get any ingrowns/bumps/burnz.
I'd recommend against using nizoral every few days. Nizoral is supposed to work because it has an anti-fungal against the fungus that causes dandruff. If you don't have it, you don't need to be using it. If you do have the fungus, using it every few days instead of every day for a week as the directions state, you might be making your fungus resistant to nizoral. Since your doctors have told you it's dry scalp and not dandruff, I'd recommend dropping it entirely.
I've seen a lot of people say hydrating toners have helped them with dry scalp. Particularly a ton of people on r/asianbeauty use kikumasamune lotion on their scalp.
I find that sulfates in shampoos are particularly irritating for me now. Maybe try switching to co-washing or using a sulfate-free shampoo? Trader Joe's Tea Tree Tingle Conditioner is good for co-washing and has soothing ingredients for itchy scalp. I also use Kikumasamune High Moist Lotion on my scalp and hair after I shower every day. The glycerin and ceramides help a lot with keeping everything moisturized.
About 3-4 weeks into this stuff. Here's how I feel about the new products I've tried.
Klairs Supple Toner: Great smell, good feel and thickness. Unfortunately, I need to use a lot of it and layer it to really get the proper results. I won't be re-ordering because of it's price and how fast it gets used up. The Ordinary Niacinamide and Rosehip oil: I added these 2 at the same time so I can't review them separately. They helped with overall texture, pore reduction, and color tone correction and quickly. It's been less than a week and I'm pretty sure I'll be reordering both
Cerave Healing: This is a decent occlusive to seal everything in in the PM. I'm not sure its worth the 3-4x cost vs regular Vaseline but it absorbs okay overnight and besides just holding stuff in, has good ingredients like ceramides and cholesterol that I think are helping to rebuild the moisture barrier.

Over the summer, I bought the giant pump bottle of Kikumasamune lotion/toner, and I've never been happier with my skin. It's a liquid, it leaves sort of a sticky/tacky feeling until it soaks in or until you add moisturizer/oil on top, and it's extremely hydrating. Since it's in a pump bottle, it's easy for me to splash some on anytime I walk by and want a quick boost. Within the first month of use, it pretty much eliminated the flaky bits around my nose/cheeks and reduced the oil on my T-zone. Little did I know that my dehydrated skin would never have improved with products for dry/combo skin!
I can't say anything specifically about the anti-aging properties, but I feel like it's improved the overall condition of my skin, and that's made any fine lines (I'm 35) less noticeable.

I love this stuff, it comes in a pump bottle and quickly soaks into your skin. It's toner consistency. I used to get dry flaky skin all the time on my nose, especially in the winter. I'd use moisturizer but it would just hide the dry skin for a short amount of time. This honestly was the biggest help in changing my skin from "dry" to normal/hydrated. It's a huge bottle that lasts a long time and is pretty cheap. It has a light "sake" scent I noticed at first but I don't notice it now.

This one. But you can use any moisturizing toner that doesn't have alcohol. The ones with ceramides are a plus, which some Japanese toners have. It's best to find something that works for you that won't break you out.
Flakes. Our best friend. To soften them, I use a toner/skin lotion on a cotton ball and tap it on the area. The flakes will become loose enough to be dragged off by the cotton. That particular lotion also has ceramides so it helps in healing the skin too.

As far as sunscreens, you might have to just try a few until you find one that works. I just tried the Etude House Sunprise one and my skin looked great, but I think it made it a little to dry. I have a couple more on the way. My nighttime moisturizer is not AB, I have been using the Cerave Baby cream and really liking it.

Experience & opinion:
This is one of my HG items. I'm on my second bottle and it makes my skin feel so silky smooth, hydrated and supple. I've never known a product so lightweight in consistency to be so hydrating and moisturizing. I love this stuff. At first use, the scent was noticeable (smells like sake) but it quickly dissipates. Now I don't even notice the scent.
I use this in my routine after cleansing, exfoliation and FTE. Then I apply this on my face and pat it in.
I have even purchased a spray bottle to use this toner on other parts of my body. I squirt my feet or legs or abdomen with Kiku after a shower or a foot bath on days when I have a little extra time to fully moisturize (I have dry body skin and like to go in with three different moisturizing products when time permits). I've also read that some people use it in their hair. I think I tried this once and it did make my hair silky, but this is not something I've done often enough to fully speak to its efficacy. But as a face hydrator and body skin moisturizer, this stuff is the truth! 5/5 highly recommend and will be repurchasing.
Kikumasamune Sake High Moisture Skin Lotion Toner is my one true love.
I'm teary because I've been there. And the only thing I can say is to hold on. IT WILL GET BETTER. Now, here's what I learned and did while I, too, felt like quitting life because of this horrible condition.
First and foremost, I identified my triggers. For me, it's stress, weather, and sugar. I don't drink and smoke.
For stress, I identified the things that caused me stress (at the time it was my family situation and work). I dedicated a day to identify them and think about what I can do in order to at least lessen the stress they give me. This wasn't done overnight.
I minimized my sugar intake BY A LOT. I was addicted to sugar. I can't go a day without eating anything sweet. To transition my body, I slowly moved to fruits instead of the candies and cakes until sugar intake went down to almost 0 daily. I partnered this with an increase in water intake.
For the lips. Oh, the lips. It was a nightmare for me. I would go to sleep crying because my lips stung so much. They would weep yellow liquid all night and I wake up with crusty, painful lips. It was horrible. Everything I put on my lips was painful. At first, raw cocoa butter was enough but then over time, it didn't so I had to find another moisturizer that would at least make me sleep comfortably. I came across beef tallow (we have a product called Sebo de macho that's actually just beef tallow) and it saved me the pain and anguish for weeks. But all it did was moisturize. It didn't heal. So I moved on to another method. And this is truly what saved my lips.
That time I was also big on skin care due to all the research I did about moisturization. So in my arsenal, I had (still have) a japanese skin toner (like this or this), and cerave. My routine every time I wake up with a crusty, yellowish, icky lips is I wet a cotton pad with distilled water first, and then pat it over my dry lips to soften the crusts. I do this for about 5 mins until the crust is all lose and would just fall off without being painful. Next, I soak skin toner on a cotton pad and pat my lips down again (it stung a bit, but I didn't mind). After the toner, I slather my lips with cerave cream (note: it stung like a bitch. it stung so much but i don't know why i kept doing it and i was so thankful i did because it healed my lips). Slather as in layer it thick on the lips. Yes, I wouldn't be able to use my lips much because I looked like I have whip cream all over my lips but I let the cream stay like that for as long as I can (I had to use a straw whenever I drink water). I did this every day without fail and the ceramides in cerave definitely saved my lips.
This is kind of a tricky question because how do you define "budget"?
For me, I consider Cosrx products very affordable and would instantly jump to say they're great 'budget' products, but maybe to another they're too pricey.
I guess if I had to look at best 'bang for your buck' with my routine and products, I'd say the following have been great HGs I repurchase all the time:
Kikumasamune Lotion ($1.65/fl oz.) Before COVID I was going to Japan usually once a year, and this thing was under $10 USD at Donki. Even with the online markup, it takes me ages to go through a bottle. I don't have any issues with fungal acne, so it always does a nice job. I like the white bottle too for lighter coverage. If I picked up a bottle on my annual Japan trip, it was all but guaranteed to last until my next time.
Hada Labo Hyaluronic Lotion in Light ($3.33/fl oz) Obviously way smaller than the Kikumasamune, but I only use a few drops at a time, so it lasts me forever. It's also (again), way cheaper in Japan at Donki. It rounds out my routine's need for moisturizer and does a great job!
Mandelic acid is the gentlest AHA and often recommended to POC. The bottle is pretty small, so just use it on your face.
Melano CC Essence is a Vitamin C product that's often recommended to beginners. It's a facial product, but you can use it as a spot treatment for your body.
Kikumasamune hydrating toner has arbutin and licorice root in it, which will help with evening your skin tone. The bottle is huge, so it can be used on your face and body.
Cerave PM Lotion has 4% niacinamide, and it's a facial product. It can be used on your body, but you'd go through the bottle very quickly. Someone else suggested TO 10% Niacinamide Serum; you can mix it in a 1:1 ratio with a moisturizer in your hand, then apply the mixture to your skin.

Yeah it might be a cost/benefit analysis for you. My medication that broke me out was not the best for my depression so it was a win/win to swap off of it.

The first non-core step that I really found made a huge difference was a hydrating toner. I use the kikumasamune high moist lotion, because I had trouble with the hada labo gokujun. other people swear by it. klairs supple preparation toner is another popular one. i love them because you can really layer them to add hydration easily & with one product.
then i'd go for a simple serum/essence. Scinic Honey AIO is a popular one (though I think it broke me out) & the CosRX Snail Mucin 96 Power Essence. I love, love, love the CosRX essence. Light, hydrating & really helps soothe whatever I throw it on top of. That + Aquaphor was the secret to the really bad dry skin I suffer from in the winter. A lot of people also like the LJH Tea Tree Essence 90 for acne-prone skin, but it's not something I've used.

I personally think exfoliating and using retin a and maybe even niacinimide is what's going to make the difference in your skin rather than layering on moisturizers. But if you are really dry, you should try playing around with moisturizing toner under your creams and maybe adding a face oil (or Vaseline) at the end of your routine. You can find a better way to get beneficial ingredients into your skincare rather than moisturizers and personally think you should cut back on using so many.
Does it have to be a lotion/cream? I’ve been using the kiku high moist for years on my body and I really enjoy it. I have it decanted into a spray bottle for the harder to reach places and because I’m lazy.
I don’t believe it has either of those ingredients on pic of ingredients on the back. I’ve also tried it with Naturie’s Skin Conditioner, but I didn’t find it as moisturizing as Kiku’s. It’s possible you may like the ingredients list better though since it does look shorter.

As everyone has said, the BP combined with the SA is definitely causing issues. I once used a strong BP cleanser that dried me out so much that it gave me wrinkles in my early 20s! I have stayed away from it since then because I'm not so confident that I can moisturize enough for it. But you can keep using it if you can add more to your moisturizing.
If I were you, I'd switch to cerave's salicylic acid cleanser (it's gentler but still exfoliates), and ditch the persa gel. I would focus on your moisture barrier and add one or two layers to your hydration routine. Before the lotion, you can add a runny serum or a hydrating toner (my rec is below) - you want it to be thinner than the lotion so that it layers well. And then I want you to add some kind of occlusive at the end after the lotion. I use Bio-oil (it's mineral oil, supposed to be good for scarring, $5 at target), but I have also used almond oil, argan oil, vaseline or aquaphor. You get the idea - something that seals the moisture in so it can do its work. If you never used face oil before you only need like 3-4 drops to cover the whole face. I love massaging my face during this step too, I think it feels good but also seems to help my face get some blood flow and feel better.
For what it's worth, I helped someone whose face got totally jacked up from a bad wedding makeup test. I gave her a propolis sheet mask (I just found a sheet mask at maybe Ross or somewhere, and it said the type was propolis - sometimes you find ones that say cucumber, aloe, even snail mucin. I have one that just says "snake", no further explanation lol). The sheet mask made a major improvement in her moisture barrier and she was able to have healthy skin for her wedding. I know how important this is to you, but please focus on good moisturizing and the clear skin will come.

Besides the obvious (retinoids and spf) this Kikumasamune product which saved my barrier impaired skin and made me want to try all other products from the brand.
All good mama 🌻 I'm at 30 weeks and here's what works for me.
After washing face in evening, I splash this on my face. This comes in a HUGE bottle and is also really nice on bump and legs after shower!
Then, once that dries down, I mix a few drops of this with this and apply really liberally to my face.
If you still need more, go in with this over the top.
There's not one product which will fix dry skin, because skin feeling dry is often a combo of lacking oil and water. Layering products up in this way, (and blending an oil with a moisturiser) is more likely to help.
What body wash/soap do you use? If you want to try something new, check out the Aveeno body washes/soaps.
For your upper body acne, get Stridex Maximum Strength Pads (red box). After you shower, dry yourself, then use a Stridex pad on target areas. (Stridex pads need to be used on clean, dry skin to be effective.)
For your lower body dryness, get a 10% urea cream. Read this post to learn more about urea. I recommend Eucerin Roughness Relief Cream (make sure to get the Cream, NOT the Lotion, because the Lotion is greasier than the Cream).
However, if you live in a warmer climate and you think that a cream would be too much, consider using a hydrating toner on your lower body. I use this Kikumasamune toner (pink bottle) in the summer, and it provides the perfect amount of hydration.

Sunscreen, sunscreen, sunscreen. Look for ones with titanium dioxide and zinc oxide. Those will give you good protection and are the least concerning from the OMG-what-is-my-skin-absorbing standpoint.
I like Canmake Mermaid Gel UV (you can get it on Amazon). Rub the excess into your hands and don't forget your décolleté!
I have prima donna skin, clear but sensitive and with some shitty melasma from pregnancy.
I do a pretty minimal routine: cleanser, serum, moisturizer. Sunscreen in the AM.
Cleanser: I hate Cetaphil. I'm using Tatcha Camellia Cleansing Oil right now. It's just okay for me. I liked these two better: CosRX Low pH Cleanser and EmerginC Kombucha Cleanser.
Morning Serum: I'm on a Biossance kick right now (thanks, F35). I bought a sample pack to take to the hospital for my (postponed) surgery and decided to use it anyway. This is the serum and I like it, but I don't think it's any better than my beloved Mad Hippie Vitamin C Serum. And the Mad Hippie is half the price. I also had good luck with this rice fermenting toner that the Asian beauty subreddit likes: Toner
Night Serum: I got sucked into Framboos from Drunk Elephant (I should know better), but I vastly prefer the Mad Hippie Vitamin A Serum. Don't use a vitamin A serum in the daytime! (Sun sensitivity.) I do want to try this one from Biossance.
Moisturizer: I'm using up this Biossance and this Tatcha. I use one in the AM and one in the PM. I like the Biossance. I am so-so on the Tatcha. Two others that I've liked: CosRX PHA Power Cream and Belief True Cream Aqua Bomb. Oh, and for overnight when my skin is really dry: Sulwhasoo Overnight Vitalizing Mask.
Makeup removal: I was using the Green Clean balm from Farmacy, but I remember reading something recently that made me not trust the company. (I can't remember what it was, or where I read it.) So back to Neutrogena wipes for me.
Pimples: Still the best -- Mario Badescu Drying Lotion

You've only been using Tret for 2 weeks, it takes 3-6 months to see results. Just be consistent with your routine and be patient, and your skin will slowly improve. :)
For hyperpigmentation, Sunscreen is the most important thing. Vitamin C and Niacinamide are also important.

TMI/TMO
One of these hydrating toners and/or essences:
Skin type: normal, can be a bit red or sensitive at times, a little oily / clogged corners of nose and chin at times. My main concerns are texture, brightness, anti-aging. I am concerned about dryness since adding PC's Retinol 1% (already using PC's AHA 10% and Vit C 15%). I really want the benefits of the retinol but know it can be drying so I want to be proactive.
This is my favorite Japanese lotion. Sometimes I added a little aloe vera juice to make it thicker. Mask manufacturers add some kinda gum (xanthan gum usually) to thicken the mask serum to help the mask to stick well to the face. I also use silicone mask to put over my DIY mask to slow evaporation if aloe vera is not used.
The disposable sheet masks look something like this. I got 100 pcs from eBay for less than $4.
This is the more hygienic version since every piece is individually packed.
I have normal/oily, slightly dehydrated and acne prone teen skin. Thoughts on using Kikumasamune Sake Skin Lotion for skins? 3-7 or just 1?
It sounds like your skin is dehydrated, not just dry! This would makes sense, bc CO's altitude and climate will both suck all the moisture out of your skin. Most recommendations are to use more hydrating products (hyaluronic acid is a common ingredient), then seal that moisture in with a barrier (usually oil-based).
Seconding the comment re: Korean skincare- not that you need 10-steps necessarily, but the focus is on adding what your skin needs in layers, and maximizing how effective each layer can be. There's a ton of great info on r/Asianbeauty!
(My favorite AB product is Kikumasamune Lotion, and it made my flaky cheeks and oily forehead both calm the hell down within a few days of use. That may not be the right product for you, but it's what sold me on the value of adding extra hydrating layers to my skincare!)
I take it by skin whitening you mean to remove pigmentation and not bleaching your skin of its natural colour? If anything, using sunscreen everyday will slowly make your skin paler - reverting it to its natural, undamaged colour. Before I started using sunscreen everyday I was already really pale, after using it consistently for just a couple months I noticed that my skin became even lighter. Persistence is key.
I believe the order of your routine is wrong.

I'd try searching "sunscreen holy grail" in the search bar- you'll get lots of suggestions that way, and can look at everyone's different skin type to see if there's something that matches what you're looking for. I use Missha sunscreens, but lots of people prefer Japanese brands due to the additional UVA protection. For hydrating toners, the Kikumasamune High Moist and Hada Labo Gokujyun are pretty popular- the first has ferments and ceramides, while the second has hyaluronic acid, so you may want to experiment to figure out what your skin likes. For AHAs, there are lots of good ones on the market- glycolic, lactic, and mandelic acid are all AHAs, so do some reading on those, but Stratia, Cosrx, (for non-AB) Sunday Riley, and Nip + Fab all make solid AHA products.

Well, I think some people use things on their body that their face rejected. For instance, Mizon Snail Repair Intensive Ampoule made my cheeks itch, but the skin on my body LOVES it. So, not economical to buy it specifically for that purpose, but when you have a full size that's not working on your face, using it for the body can be an option (as long as it wasn't a severe allergen or something on your face!)
As far as body-sized products (that can also potentially work for your face), I've seen several mentions of:
Kikumasamune Sake Skin Lotion High Moisture - I haven't personally used it, but I will probably buy it when my other body products run out. 500 ml, so PLENTY big for body use.
Hada Labo Gokujun Lotion - 170ml, so not huge, but plenty to try on arms, decollete, and legs under your regular lotion.
Nature Republic Aloe Vera - If you like aloe, this one is 300ml! I've also seen good mentions of the Holika Holika aloe.
Any AIO (Scinic Honey/Snail/Aqua, etc.) - These are typically 250ml, so most people have a hard time using them up just on their face. Right now, I'm using the Shara Shara Berry AIO as my second layer on my body.
I personally haven't tried this, but the Tony Moly Pure Eco Snail Gel also comes in a large tub, appropriate for body use.
Not AB, but several of the Olay body lotions include niacinamide and some other good stuff, like Vitamin E and amino acids.

Skin Profile: Extremely prone to closed comedones/little zits. Pre-tret: combo-oily. Post tret: dry dry dry like the desert (yet still zitty...)
Comments: Similar to the regular (white bottle) but contains no alcohol and far fewer acne triggers. Ingredients I like: ceramide 3, ceramide 6 II, rice ferment, arbutin, arginine, placental protein. Ingredients I don't like: methylparaben, fragrance. Granted, I like the smell - it smells like pouring sake on your body - but who knows what "fragrance" contains.
Still, this leaves me incredibly soft and might be the only emulsion I've tried so far that I don't have suspicions about (Hada labo Goku/Shiro jyun may be clogging me up). Whenever I'm having a tret-face emergency situation, such as needing to go outside and be seen... by people!!! ...I slather on a pump and I'm presentable once more. After the short tackiness phase is over (and the less you use, the less tacky it is) it layers beautifully under whatever else you want to put on.
Also, did I mention the price is right? $12~15 for 500ml? Yes please.
edit: I notice this is mentioned in a couple other sections (the lotions and toner sections) although it's called an emulsion sometimes. Truly it's a multi-tasking product? I have no idea, ha ha. I'll happily delete this though if we have two many repeats instances of it!

I would moisturize at least every day after your shower. I also find that using a facial mist in the morning and applying moisturizer on top while my face is wet from the facial mist helps cut down on skin irritation.
