Is your grow light one of the ones that has a purple-ish hue?
I used to use those a long time ago but the light/color was always uncomfortable to be around. I recently picked up a Sansi growlight and the color matches sunlight really really well, might be a more natural vibe!

15W, actual draw, is what you should pay attention to. Power consumption isn't a perfect indication of how beneficial the light will be (the actual way to measure intensity etc is highly technical and requires expensive equipment). It's the best stand-in for us laypeople though.
Also just want to say again, Chinese manufacturers are super dishonest. If a listing doesn't have a clear, up front "actual draw" spec, skip it.
Anyway, so I have about a dozen Sansi bulbs around my house. The 15W is a great bulb for plants that grow in low to medium light. For your shrub I wouldn't go lower than their 70W fixture.
Ya, I mean I bought this Sansi for my indoor Wash Navel to see how it does. Reviews said it only pulled about 50W, which is close to what I'm showing at 49W. I live in Colorado so I'm trying to come up with reasonable indoor solutions that don't make my home look like a science experiment because I have 3 citrus that will be spending about half of their yearly life indoors. I thought about a Mars Hydro, but again the aesthetics of those type of lights just isn't ideal.
I have 9 of the GE PAR38 lights in various spots around my house. I love them and my hoyas seem very happy with their situations under them. I also use several SANSI panels that have worked really well in my plant room.

it can be tough, all my plants are mostly close to windows. a grow light on a timer can help too. maybe try destroying the overhang??
Yes I have tried a couple of the Sansi, and actually love them. My issue was that one blew out after a couple months, although they did send me an immediate warranty replacement. I have the boxy grow light, which is nice but tends to get rather warm really bright, probably best hung from ceiling or something. this is the grow light i have it was a little pricier for my budget, but it lights up my whole ikea cabinet full of plants so i’m very happy with it. it’s sold on the home depot website too, but i know it’s more expensive there!
I have these. I really like them, but probably overkill for what you need. I can vouch for the quality of the company. I’m sure any of them would be good.

I use this one and I have seen nice new growth from 2 hoya's that had NONE for the first 3 months I've had them. Would get another if it wasn't so bright.

I have 3 different pothos, 2 different wanders, 2 different umbrella plants, a croton, a zz plant, a rubber plant, and 2 different philodendrons right now. Probably a lot more than is necessary to fill a 2x2x4, but I would like to have options as well as possible rotation if he/she starts to snack. I also have a 4 foot tall 3 foot wide ficus benjamina that I plan to utilize as a free roam type setup.
I've read a lot hear as well as other internet sources about lighting and the do's and dont's for heat, UVB, and artificial. Specifically questioning artificial lighting for plants here. While I understand the concerns regarding little buddies eyes, those lights are not brighter than the sun. My setup may end up in a place that does not have optimal lighting for my plants, and I'm looking at this as a sum of the whole. I don't necessarily want to sacrifice one part for another which includes plant health. or similar, that should provide enough light for your seedlings.
Those "no name" strip LED's are pretty much bottom of the barrel as far as grow lights go.
You can still use the strip LED's for supplemental lighting but we don't really know anything about the spectrum profile of those lights and it doesn't even say what type of LED they use so that isn't a great sign.
I have a bunch of these SANSI panels in my greenhouse and they work really well. They used to claim that they are waterproof in the marketing material but they don't anymore. I don't know why but at least they are corrosion resistant and they don't seem to mind if you accidentally splash them while watering. Also they stand up to the 80-99% humidity in my greenhouse.

Theses lights seem pretty weak. I'd suggest you try some sansi grow lights. You'll need a grow light. A good one, not one of the $25 clamp lamps from amazon. I'd suggest a 70w Sansi full spectrum bulb as a good entry level model.

I'm currently using a SANSI 70w full spectrum LED from about 8am-8pm.
I also have a 60w full spectrum LED (different brand) as well, but that one is above some other succulents I have.
Just purchased this rack and grow light off Amazon for my small tiny living room with only a North facing window. Ignore the piece of cardboard covering the light, it is really bright but my plants are loving it. Now to figure out how to crowd the rest of the plant kids around this area. Hope it gets them through the cold Colorado winter.

The space is 5’ long and 18” wide, with hooks that are about 18 inches above the tallest non-basil plant. It gets a decent amount of natural light being a south facing window but there is a large tree in front of it that blocks much of the sun. The hooks can be moved so it shouldn’t be too difficult to get a hanging system set up. I was originally thinking of getting two of these and mounting one on each side:

I’m still not sure whether I should get a fluorescent or LED yet either, it may get cold right next to the window in the winter so maybe some heat would help. I’m mostly going to be growing leafy greens like arugula (the too tall basil’s going to be moved to a different spot)
