One final question.
I'm already grasping on the $700 limit because of the import fees, could I use this Sapphire Radeon R9 280 3GB GDDR5 instead, or it wouldn't work or is there really a big difference between the suggested video card?

The only problem would be the video card, which would end up costing around 280 dollars, what do you think about this Sapphire Radeon R9 280? Would it work with the rest of the components?

Well as long as you don't change the CPU it should run on 500W (AMD very power hungry)
Will easily fit in that case, almost no GPUs are 334mm long. Even the Strix 980 will happily fit there, only the longest 3 fan cards won't.
Best you will get for $200. Pretty good. You are reaching the limit of what the CPU can handle however, and if you put a more powerful AMD CPU in that you would need a new PSU as 500W wouldn't be enough. A 4 core AMD FX chip and 280 will be fine on 500W though.

how much does a video card make a difference? i've never owned a computer with one. is the difference from 1gb to 2gb pretty big for a video card?

what do you think about replacing the Graphix Card with this one? I'm wondering because i figure if i'm going to spend ~$150, what's another thirty dollars? would the swap from 2gb to 3gb make a big difference or is it not worth the thirty bucks?

The frontrunner right now is a Sapphire Radeon R9 280 since I don't want to spent much more than $150. Unfortunately, even though PC Custom Builder tells me I should be fine at an estimated 399W power usage, PC Custom Builder estimates 547W. Could this be an issue with my 500W power supply I'm currently using?

Best deal I could find on the R9 280x was $210 for a refurb off newegg
600W would be plenty, never hurts to have too much power though, a 750W PSU could also let you crossfire down the line.

At that price range AMD cards will probably give the best performance. The 270x is good, but I think you can find a better card for the same price.
