Much to my surprise, it is upscaling to 1080p and the picture looks way better than I ever expected, since it is converting the composite video signal. This cable is compatible with all titles, so you would be able to capture games that don't support VGA.

For NON-VGA titles, I use this composite to HDMI Adapter. Not great, but not a disaster, like I expected and can play ALL titles.

It will work with any game title. Internally, it takes the Dreamcast composite signal and converts it to HDMI.
This guy is only $20 and upscales to 1080p. Works with all titles.
