An automatic watch. If you're looking for budget friendly look at Seiko. Their automatics will last 20+ years And as for maintenance for the most part all you have to do is wear it and adjust the time every once in a while.
My suggestion would be the SKX007K2 Diver. It's under $200 and comes on a stainless bracelet so it looks good as a daily and at more dressed up occasions.
How much are you spending on it? Amazon.ca has the 009 for 250 and free shipping.

When you buy from Amazon.ca as the actual retailer it comes from the Canadian facility so it won't be crossing any border if you're in Canada.
so this watch would be considered good for diving? I'm planning to start recreational diving soon. I'm still going to keep the watch I have now and just use it as a regular watch, but need one for when I begin diving.
This looks great on a NATO, and on the bracelet. Also Auto and Durable.
You can get a Hamilton Khaki in Quartz for that price range as well... not sure how good that would be for being in water daily though.

I bought this watch pre-owned in identical condition as it is today. I was blown away by the construction of this watch, but found that this it was too small for my tastes. It was worn seldom by the original owner and for a few hours on my wrist in my apartment. It comes with all original packaging and a Strapcode Endmill bracelet. A Seiko diver watch with a metal bracelet is a tough and versatile watch. A canvas, leather, or nylon strap will get dirty if he's working outside; the metal is easier to clean sawdust and chainsaw bar oil off of. And rubber watch bands are OK but are more casual.

That's very nice of you to get him something! The site you linked to is showing the price for me as $295.01 CAD (that works out to $225.14 USD). For that money, I would personally rather get one of these:
A list of good-looking affordable mechanical watches is incomplete without reference to Seiko's SKX007 and SKX009. I have the 009 and wear it daily. The Mako is nice but it lacks something next to these Seikos.
The SKX007 is pretty much considered the best watch for modding, and can be had for ~$120USD used. Another option is the SNK80x, or virtually any Seiko 5 model. I don't know anything about custom-making dials, but /u/crappysurfer might be the man to ask.

It's not as classy as a dress watch, but a submariner goes pretty well with a formal setting such as this or this.
The Seiko SKX007 I mentioned is similarly versatile over a formal, dress down, summer or just plain casual settings with the correct use of straps to compliment your outfit.
