I understand the confusion too. It's a special in the sense that even if it's rice cultivated in California or Italy, the packaging is clearly aimed at Japanese people, even written 90% in japanese in some cases (Ican't imagine normal people thinking it's actually locally produced).
This link I posted somewhere else in the thread is a good illustration of that.
I live in France and buy mine from a Korean shop, and they have Korean strains as well, but there's zero effort to sell to the average client. People like me just go every odd week to a corner of the shop, take 2 or 3 bags of 10kg each and pony up the money.

It’s definitely good rice, but for my taste buds, it doesn’t hold a candle to Shirakiku’s Koshihikari rice: https://www.amazon.com/dp/B0093ZTUEA/ref=cm_sw_r_cp_api_i_7XZSX01ANHYWA6AXWMD9
Yeah, but Arkansas grows mostly long grain rice, California grows Calrose, Shirakiku, Koshihikari, etc. An example is below.

If you like this recipe I recommend checking this vídeo out, it’s where I got the idea from.
And for the rice I use this brand. It’s really pricey but I really like it, hence why i get 15 pounds. From what I understand is legit good quality Japanese rice. But I’d be open on hearing cheaper alternatives.
