This is what I use. It plugs into a USB 2.0 header for power (there is also a PCIe x1 version if you don't have a free USB 2.0 header, though I've never used this version), and then a cable runs from the device to the front panel header power switch, and it has a y-cable so you can retain the case power switch as well.
The battery life of the remote is not great, lasting about 4 months or so on a battery, but it works reliably from across the room, which is what I needed. The batteries are just standard CR2032 lithium cells (it uses 1), so it's the same as a CMOS battery for convenience, at least.
I think that only applies to pressing the button while the computer it already on. the button still works normally when you're turning it on.
One option is to buy a remote or something for the PC. You can unplug the power + and - pins coming from the front panel to the motherboard and plug this in instead so its the only method of turning it on(unless someone physically touches the 2 pins together with a conductive object.

If you search around, there's probably more options for powering up too.
Buy this and don't connect the power button of the case to it. So only way to turn on/off would be with that remote.
