I run an online retail business so I understand the concept of including the cost of a part in the final price, but there's no way that stand costs anywhere near $1000 to produce and distribute.
You can buy similar rotating monitor stands on Amazon for $32. When you factor in Amazon fees, shipping and overhead, the cost for that one in particular is probably a little over $20.
I'm sure Apple is using more expensive materials and had a bit more R&D that went into theirs, but even keeping that in mind I doubt their expenses are breaching $100.
Nobody's saying business can't make a profit, but a 1000% markup is just straight unethical.

If you want to start sketching digitally, don't let iPad costs discourage you. It's really nice being able to sketch and discard and not feel like you're wasting supplies all the time. There are other options for various uses and prices, so there must be something that would work for you.
First, if you want an all-in-one device, there are other options than Apple. Samsung's has Android tablets using its wacom-licensed "s-pen" for anything from half the price to similar cost as an Apple one, depending on specs. Android's art program ecosystem isn't quite as good as iOS but there are still some really nice options out there like LayerPaint HD (my current favourite), though I'm still hoping the work on porting Krita results in something usable soon.
If you want something that isn't tablet form factor, there's also the unusual Samsung Chromebook Plus v2, which is a Chromebook sporting the s-pen. Android app support here as well, so you can use it like a laptop, then fold the screen into tablet mode and use it with things like LayerPaint. Or, what I did with mine was enable developer mode and use Crouton to set up a Linux chroot, which works with the s-pen and lets me use Krita as well. (Google supports Crostini as a non-developer mode option for using Linux, but it didn't work with the s-pen last I checked.)
Another option for "I want a useful system that can also do art" would be one of the Microsoft Surface lineup, though the lower end ones don't come with a pen so device+pen combination will make this the most expensive option so far. That said, you get full Windows application ecosystem to choose from, so you have much better art program options to work with, plus usable as a normal laptop.
Finally, if you already have a PC you're happy with, consider getting a pen display or tablet for it. Wacom sells a lower-cost Cintiq (the Cintiq 16) for $600 now, and it has standard mounting holes, making it easy to get an adjustable stand that lets you use it as a second monitor and drop it down to a comfortable position for drawing. I've been happy with this $30 one (amazon link, no referrals or anything) so far. You can also go for one of the traditional style tablets like the Intuos Pro line; there's some adjustment needed to get accustomed to drawing on a blank slate and seeing it appear on screen in front of you, but it's not bad.
It's worth noting that with the Wacom devices, they'll last a long time. Not having a computer built-in means you can keep using them for years, and build quality has always been good. I have an Intuos 4 from 2009 that still works well, and old Wacom tablet from the early 2000s that I don't use but still works, so I expect the Cintiq 16 to last a while as well. Their longevity also means they tend to have good resale value if you ever decide to upgrade, go a different way, or no longer need them.
Plus there are off-brand competitors to the wacom options at similar or lower price points that are serviceable if you're willing to do research and make sure you get something decent.
