I've used carbide bits as well as diamond(small as 3mm) hole drill bits(to extract off the broken carbide) to get those out.
These are what I used to drill out a carbide and bolt sandwich once.
If they break off, they're thin carbon steel sheet-metal that you can pull out with pliers, and they don't give a shit about drilling through both carbide and hardened steel at the same time.
I buy them for making PCBs, but they have a few uses.
