Zebralights are rechargeable. They just don't have integrated charging so you'd need a separate charger. My favorite solution is to use an Xtar PB2 which serves as a power bank AND an extra battery holder. That way if my flashlight dies, I just swap the cell. That gives me a fully recharged flashlight, still 50% left in the power bank for my phone (if needed), and it didn't waste 10% of the battery's capacity by moving the energy from the charged battery through the power bank and flashlight's electronics and into the discharged battery.

When I go hiking/camping I have a smaller powerbank just for my phone and carry extra 18650s since I don't like waiting for my lights to charge. Charging 18650s off a powerbank just seems so inefficient to me, you loose a lot of energy to heat in the boost converter. Makes more sense just to swap batteries plus no waiting for charging.

As long as you’re running unprotected flat tops, for that price range you can’t beat the Xtar PB2. My wife and I each have them, they get daily use. There’s a new version supposedly coming out soon that’s compatible with up to 21700s, but I wouldn’t wait for it, no idea on timing.

You can get a portable 18650 charger which controls charging of each cell separately. One such charger is this one. It will handle charging and discharging correctly even when the two cells have different state-of-charge.

It is not always easy to tell if the power bank handles the charging separately per cell but this one has all positive battery terminals linked together, same for negatives, which means all cells are wired in parallel and is not suitable for your application.
