Best: Spyderco Cat. It's small enough where it doesn't raise any eyebrows, it's got decent steel and the wire clip doesn't send the message of a knife. Perfect "urban carry" pocket knife. Only issue I've had is I've bent the clip getting out of cars too fast a couple times. Easy 3 second fix with a vice wrench.
Worst? I can't say I've made a poor EDC buy. I've been lucky I guess.

I'd go with that based on what you said. not exactly what you want I admit, but it's a pretty damn good knife to consider for the shorter blade length
also, i'd highly recommend the kershaw cryo as i personally carry one to work every day. realistically you shouldn't be in the situation where the cop is looking at .25" of a blade, but i can't blame you for wanting to stick to being by the books.
I can't say much about other knives but I rock a Spyderco Cat and it's a pretty sweet knife. It's a perfect EDC length so you won't be doing any knife fighting with it or scaring anybody. Small and easy to carry in that little coin pocket on most jeans. Has a wire clip. I love it.
