You need these https://www.amazon.com/BPARTS-Stainless-License-Screws-Fasteners/dp/B00B5ZYY38/ then go to your mechanic and make that dumbass drill out those rivets and replace them with the proper fasteners. Or just drill them out yourself and put those things in.

Bought this. No rubbing. You can even just grab a couple $.10 o-rings from the hardware store to space the plate away from the bumper.
