This is when you find a friend with car skates (aka wheel dollies). Put one under each wheel, jack the car up, and reposition the car somewhere very difficult to get out of, like behind a concrete pillar.

But I opted for a note and letting management know.
Have customer service page them that their car is being or will be towed.
You could carry car dollies to move the car.

Tesla China have creative solution, They are deploying locks in the parking spots with QR codes linked to an app for Tesla owners to unlock them in order to park.

In some countries and states, they can issue $100 fines for parking in a charging station with a non-electric vehicle or without plugging in. In Germany car can be tossed by police.
I'm pretty sure if I lived in a more urban area I'd keep these in my trunk to casually move ass holes out of the way...
