What is that device? If it is this 4-port card reader, then yes, the specs say 2.4A, which is the rated output of the included power brick. However I'll bet it draws well under 1A in reality. Real world measurements of current draw for SD card usage are around 50 mA, which would be 200 mA for 4 at the same time, and even if we gross that up some for overhead, we're still comfortably below the 500 or 750 mA that a typical laptop USB port should be able to provide.
So, try connecting the power jack to a regular USB port on your laptop with a cable like this. I bet it'll work.
