If you're desperate, you can buy physical Steam wallet cards on Amazon for a fee of around 55%. Plus, you have to wait for it to arrive in the mail. Total bummer, I know. I'm guessing you're a minor? I weaseled hundreds from my parents for Steam purchases through vigorous chores. If this is your situation, they can probably set you up an "early saver" account fairly easily. It's good for emergencies and stuff, too, so that you can feed yourself or pick up something from the store for your household.

If you're 18+, go to the bank and get yourself a card.
You insert your credit card info and it will pay automatically.
Otherwise, you can go to a game store and ask for a steam wallet gift card
Not directly.
You can use Amazon gift cards to buy steam gift cards.

You can get a Gamestop gift card. But I'm not sure if they'll let you use it to buy a Steam gift card in store. :/
If Gamestop does allow this than coin start machines also allow full redemption price for Gamestop gift codes. At machines not located at Walmart.
Fun fact: Since you have a $20 amazon gift card, I would recommend you sell that card for BTC (or whatever it is you need), and then go from there to Steam since you cannot buy gift cards for steam in a quantity of anything lower than $20 or $50. So the only combinations anyone could come up with to sell you is $20, $40, or $50. There's no middle ground that could ever add up to that 77% or that 78% (if that's the same rate you're looking for for amazon).
Alternatively, if you're okay with not saving any money, you can convert that amazon gift card to steam here.
Hopefully this helps in some way or another.
Happy Trading!
Amazon has them. Make sure to check the price, though. It's showing the right price for me now ($20 for $20 card, etc.), but when I checked for my sister's birthday they cost like $5 more than face value so I just went to Best Buy instead.
Safest bet is to get him a gift card to buy games, and 95% of PC are sold thru Steam. Here is an Amazon link for a Steam gift card but I've seen these gift cards in most grocery stores: https://www.amazon.com/Steam-Gift-Card-20-pc/dp/B00FN50BYC.
If you want to buy him peripherals get him the Razer Siren Mini. If he built PC he might already have a plan for PC peripherals, but most people on a budget don't think to get a good microphone. The Siren Mini is arguable the best $50 microphone, and here is an Amazon link: https://www.amazon.com/Razer-Seiren-Mini-Streaming-Microphone/dp/B08HH3FTYT/ref=sr_1_3?crid=YK4EJN3OY3UM&dchild=1&keywords=razer+siren+mini+bombarm&qid=1627500665&sprefix=razer+sir%2Caps%2C321&sr=8-3.

You can purchase this using your Amazon credit.
I have 3 simpler solutions:
1) Buy a Steam Gift Card off Amazon, then when your account goes to renew, it should use your Steam currency.
2) Buy a prepaid Visa Gift Card and add that to your Steam account as your preferred payment tender so when it is time to renew it will use that.
3) Buy a prepaid ESO Plus card from a retailer like GameStop and redeem those for the desired length of time.
It's a bit more expensive on amazon (28.99) https://www.amazon.com/Steam-Gift-Card-20-pc/dp/B00FN50BYC/ref=sr_1_2?ie=UTF8&qid=1523836170&sr=8-2&keywords=steam+wallet

Well since he's into gaming, maybe he'd appreciate it if you got him a multiplayer game to play with him? That way you're sharing in his interest and it could be a fun experience. Here are a couple of recommendations with local multiplayer that I have enjoyed:
You can buy physical cards off Amazon: https://www.amazon.com/Steam-Gift-Card-20/dp/B00FN50BYC
Just buy it on Amazon with the Gift Card... https://www.amazon.com/Steam-Gift-Card-20-Linux/dp/B00FN50BYC
Indeed. Just like Walmart or rather the other way around really because I'm 100% sure Amazon was doing this sort of this first (but that's a moot point).

Why not just buy steam credit through amazon?
OP, Amazon sells Steam cards now. You could do a straight $20 for $20 swap here.
Redeem Amazon and then buy Steam Cards and Riot Points.
