It’s the black widow hitch carrier from discount ramps. Works great if you get a hitch stabilizer from Amazon. The ramp is a bit flimsy but the rack is solid.

Get one of these, must have for any of those types of hitch storage racks: https://www.amazon.com/gp/product/B0001CMUV4/
I required one of these to stop it from bouncing around. Mine was pretty loose in the hitch. https://www.amazon.ca/dp/B0001CMUV4/ref=cm_sw_r_cp_apap_8aeAnVNeruHY7
Can't fix it being heavy, but you can use this to address the wobble: https://www.amazon.com/dp/B0001CMUV4/?coliid=I27GJD1GE71WLC&colid=3IEN4PCTO7GYG&psc=0
I have the same one. Survived a 3000 mile round trip to Texas and back from Michigan. However I would really recommend using this as well.

Otherwise it can rattle around a lot.
Get a hitch tightener. It will alleviate much of the "normal" noises a hitch can make. But yes, like everyone else says, make sure your hitch etc is correct.

You might want to look into a hitch tightener or other anti-rattle device.
There are simple clamps that take the slop out of a hitch.
