after typing yesterday's comment, i checked ebay and amazon... turned out, one seller had 2 left. I bought one. I'm not banking Swiftpoint getting their re-release. here
Depending on if you want to spend money, getting a Swiftpoint Z (https://www.amazon.com/Swiftpoint-Programmable-Buttons-Pressure-Joystick/dp/B071RNRJTG) and customizing it a bit, you could probably get away with playing succession lahn, guardian or witch/wiz. Lahn succ is especially easy, since you more or less just need S+F, LMB+RMB then hold RMB for your rotation.
This is the only thing I could find with a similar button configuration.
Link to the page with more info on how it works (this is not an affiliate link mods, I am not generating any revenue from links to Amazon): https://www.amazon.com/Swiftpoint-Programmable-Buttons-Pressure-Joystick/dp/B071RNRJTG/ref=sr_1_117?keywords=gaming+mouse&qid=1581362464&sr=8-117
Thank you for all the suggestions. I ended up getting Swiftpoint Z:

It is very expensive but it is the best mouse I ever owned.. cant speak for longevity/quality but its build very well and the features are amazing (never know they existed); tilt controls by tilting the mouse (for PUBG); pressure buttons and macros and tons of other very cool and useful features for a gamer. Its also perfect for my big hands and fixed my issue of pinky/ring finger dragging on a mouse pad. My aim and game has improved significantly (based on playing Black Ops 4).
I didn't see this mentioned in the other thread and couldn't find the link when I was at work but I just found it now.
There is a mouse, the Swiftpoint Z Gaming Mouse that is capable of pivot, tilt, and roll. I would imagine these functions can be configured to control forward/reverse and turning movements of the tank. Your friend would be able to control movement as well as aiming, all with the same mouse.
Here's a video explaining how it works. https://www.youtube.com/watch?v=ehCjeLwVSdE
it doesn't have pressure sensors or buttons on buttons like this mouse
also doesn't have a dpad like this mouse
