In terms of understanding technique, I would recommend the book Swim Speed Secrets. I found it tremendously helpful in understanding what good technique means.
Beyond that, how frequently and how much you swim depends on a bunch of things. I usually do 1-2 times per week, sometimes but rarely 3. The amount I think I can improve from swim improvements is small compared to what I think I can gain by improving on the bike, so I focus more time on the bike.
If time really wasn't an obstacle... Well, in a recent episode of That Triathlon Show, there's an interview with the swim coach for British Triathlon. If I recall correctly, those athletes are doing 5 days per week first thing in the morning, with 5-6.5km per session on average. But they are professional athletes who can focus on training and recovery, and they've slowly built up to that over time.
For a beginner though, it seems like 2 sessions per week is pretty common.
