No program recommendations - but I don't think IO is exactly what you are looking for! I think you're looking for something at the intersection of organizational development & change, systems thinking, and leadership.
I have a close friend at the United Way who is passionate about community development (specifically housing) as well, and she pivoted her Comms BA with a leadership certificate program (https://www.nonprofitpractice.org/).
Depending on what techniques you want to lean on in a future role, you'll pick up project management, program evaluation, leadership, communication, and more.

All that said, I think IO can get you to what you want; but it will include a lot of topics that are tangential to your desired destination.
