It's because it's a non Tesla charger. Only the adapter is locked to the car. The actual J1772 plug connected to the charging box can be removed. This is where an adapter lock comes into play. Slap that bad boy on and you can't remove J1772 plugs from the car either.
you should get this ring...makes it impossible to unlock the charger unless the cable is removed from the car.
amazon sells rings that can lock the adapter on so that it can't be removed unless the tesla is unlocked.

Jerk move to leave his car there 24/7 like it's his personal charger. He has to know there are a bunch of other EV's looking to charge too (you). I'm assuming these chargers are an amenity at your building, ie, everyone gets free energy? If that's the case, I'd first ask the guy politely to move his car when he's done. If he refuses cause he's too full of himself, then I'd ask your property manager if they can do something about it. You shouldn't have a 33% less chance of getting a charger 100% of the time, that's not cool.
Also, I'd look into getting a J1772 adapter lock (super cheap). That way nobody can unplug if they feel like being shady and cutting in line. Since that seems to happen often when free charging is on the line. People literally do anything for free charging, even when they are saving like $1, 1 time lol.
