I'm not sure if you're familiar with Close Reading, which is what many schools focus on in the US. My school invested in professional development seminars and resources from a woman named Nancy Boyles. Some of her stuff I can't recommend, but her teacher books on close reading contain recommendations for picture books and daily lessons (usually about five of them) on using them for just this purpose. The first one is probably more useful for upper grades, but she has great templates to help learners write; I've found them very helpful for guiding classroom discussion with my EL and SpEd students. I give them sentence starters and sentence frames to use after the discussions. You may be able to adapt them for your purposes as well.
