Okay the closest it has to dumplings is koftas but I've been using this cookbook to make a meal from a different country once a week: The Adventurous Vegetarian
I'll be honest it requires an intermediate level of cooking knowledge because the directions aren't the best I've seen, but it has a few dishes (that usually form a complete meal) from 30 countries, including a dessert from each one.
This sunday I did Malaysian with vegetable rendang (tofu curry of sorts), terong belado (eggplant with a tomato mixture on top), and bubur pulut hitam (pandan sticky rice).
