I just went through the same process, so here's what I would recommend:
Painting
Army Painter Speedpaint: these are a lower cost alternative to Citadel contrast paints. The 10 paint starter set has a great skaven skin color with crusader skin and a small selection of colors that cover all the basics.
You will need a white spray primer and a black spray primer. I use these and they work great. Spray black first, let it dry, and then spray white in a downward angle around the model. This is called zenithal priming.
Any cheap variety brushes will do. I bought these.
Cheap plastic palettes are fine to start with. If you paint often you can upgrade to a wet palette.
Assembly
A basic hobby tool set. The pliers are my favorite tool by far.
Gorilla Gel is crazy. Very strong and can set in just a couple of seconds.
Models:
I would start off with two units of clanrats (40 models total). You can use them in basically any skaven list and they are often found cheaply on Ebay. Here's a good deal.
I would also grab a Warp Lightning Cannon. You can find them for $30 or less very often on Ebay like this one.
The rest is up to you but no matter how you make your army you will need a leader and probably some weapon teams or monsters.
I actually think Etsy is the best place for these because the old monsters/weapon teams are very expensive and look pretty dated. But the new resin printed models are top notch.

My personal favorite store is CascottsWorkshop but they are currently shipping their existing orders and not taking new ones.
