You won't be able to really grow grass indoors - it requires a ton of sunlight, or at least more than our UV lamps can provide. As well, a boa would require a couple of feet of height, and most UV lights aren't effective past a foot - so you'd have to do some interesting rigging to get that to work.
Not that I think you shouldn't do bioactive - maybe consider planting tropical plants on the wall or in hanging planters, to vine down over logs and branches? Could look very interesting, especially since BCIs are jungle snakes as it is.
Look into Arcadia lighting - it's apparently the best thing going. (Disclaimer: I only run one bioactive enclosure and it's tiny.)
Buy or borrow Philippe de Vosjoli's Art of Keeping Snakes. It is THE book for understanding bioactive enclosures and how to maintain them successfully. (Protip: drainage layer.)
