We have a good historical reference, called the whole Cold Fucking War, that provides insight into Russian views on nuclear deterrence. Suggesting that Putin holds all the cards ignores the fact that he knows he would lose not only Chinese and Indian toleration of his tyranny, but also domestic support for the same.
Also, i highly recommend Cohen’s book, the Big Stick
