Theres institutes dedicated only to writing up new ideas, from overthrowing governments to you-fucking-name-it, using memetics for population control
If a bank has been robbed, and in my bookcase, you find the plans to rob that bank in particular, no mather how old those plans are, or how thick the plan is, it is reason for suspicion to say the least.
