One option is to buy the US Blu-rays from Amazon.com.
(Although Amazon labels them as "Region A/1", some reports say they are region-free.)
season 3 is showing as #43 in top movies/tv purchases on amazon this morning (5/13). i am certain amazon will look at that info as they decide whether to pick up the show.

If you do not have any payment methods accepted by Amazon.com, you can also buy it from various sellers on eBay.
Note that only the blu-ray discs are region-free, not the DVDs.
Another option, if you have some extra money and a Blu-ray player, is to import the US Blu-rays, which have previously been reported to be region-free (even though Amazon doesn't say they are).
Note also that some reports have claimed that the S3 Blu-rays sold on Amazon.com in the US, though labeled there as "Region A/1", may actually be region-free. ... So if those reports are accurate, buying those Blu-rays could be one option to consider.

You can buy season 3 here from Amazon US, they ship anywhere in Europe and the The Expanse US blu-rays are all region-free (despite what Amazon says).

Submit a content request to Amazon.
Pre-order Season 3 on Blu-Ray, binge-watch on Prime Video, or buy the books to show Amazon in the only terms they understand how much interest there is in this franchise.

FWIW, the US Blu-rays are reportedly "region-free" (even though Amazon lists them as region A/1) ... so if you have a player, and if you can order an import (either from the Amazon site nearest you, if they offer it, or else by international order from Amazon.com), that may be one option to consider.
In the past the prices fell significantly as we got closer to the release date, which is listed as July 17, 2018 this year (you pay the lowest price between now and the end of release day with Amazon's pre-order price guarantee).
Blu-rays of seasons 1 and 2 are region-free despite Amazon listing having them as Region A, so there is a very good chance season 3 is as well. The DVDs are not region-free.

The only legal way is to purchase the season 3 blu-ray set, the discs are region-free. (e.g. Amazon)
